Just like in other countries the responsibility is broken down in to smaller chunks for other elected officials who then report up to the chancellor. When it comes to judicial power at the federal and state levels, there are ordinary courts, specialized courts, and federal constitutional courts. This helps to designate how serious the crimes are and connect the criminals with the appropriate court system to be sentenced.
